Valley Line Lrt Project Agreement

The $2.6 billion Valley Line West project includes funding commitments from both the provincial and federal governments. The west stage is the second phase of the Valley Line, a 27-kilometre-long, low-urban LRT line that will connect Mill Woods to Lewis Farms. The project is expected to “play a key role” in the recovery of the city and the COVID 19 pandemic region. Construction is expected to generate $760 million in wages (8,800 jobs) in the province and an additional $209 million (2,700 jobs) across Canada. The Valley Line West will run between 102nd Street Downtown and Lewis Farms west of Edmonton (see map below) and will offer 14 tram stations and two high-end stations. It made funding commitments from the city ($444 million/$338.28 million), Alberta ($1.04 billion/$792.38 million) and the Canadian government ($948 million/$722.28 million). This is the second phase of Edmonton`s 27-kilometre Valley Line project, which, when completed, between Mill Woods to the southeast and Lewis Farms. The first phase, Valley Line Southeast, is under construction between Mill Woods and 102nd Street Downtown. The city is still in final talks with the company, but said the contract is expected to be concluded by the end of the year.

Construction of the western portion of the LRT line is expected to begin next year and is expected to last five to six years. The project was included in the procurement process in January and three teams were shortlisted to participate in the March bidding phase. In addition to Marigold Infrastructure Partners, a joint venture between Aecon-Dragados Valley Line West, consisting of ACS Infrastructure, Sener, Architecture49, Kasian Architecture Interior Design and Planning, Klohn Crippen Berger, Ledcor CMI, Platinum Engineering and WSP, and Urban Transit, consisting of Astaldi, Salini-Impregilo, FCC and IBI Group, were shortlisted. DIALOG is part of the ConnectEd Transit Partnership team as the owner engineer on behalf of the city and acts as a senior advisor for the development and compliance of the SUI principles for Valley Line.
